...FLOOD WATCH IN EFFECT FROM LATE TONIGHT THROUGH THURSDAY

EVENING...

This Hazardous Weather Outlook is for north central Louisiana,
northwest Louisiana, east Texas and northeast Texas.

.DAY ONE...Today and tonight.


A complex of showers and thunderstorms is expected to shift east
into East Texas after midnight tonight, before entering Western
Louisiana by or shortly before daybreak Thursday ahead of an upper
level disturbance. The threat for locally heavy rainfall will
increase late tonight over Lower East Texas, falling over already
saturated grounds from heavy rain that fell Sunday evening and Monday
morning. This additional heavy rainfall will quickly run off, and
could result in flash flooding. In addition, locally gusty winds will
be possible from the stronger storms.

.DAYS TWO THROUGH SEVEN...Thursday through Tuesday.


The threat for heavy rainfall will shift east into North Louisiana by
daybreak Thursday, falling over already saturated grounds. Thus, the
threat for flash flooding will exist through the day Thursday, before
diminishing from west to east. However, periods of scattered to
numerous showers and thunderstorms are expected over the region
Friday, before becoming more scattered this weekend. Brief heavy
rainfall and minor flooding of low lying, poor drainage areas will
remain possible this weekend, before drier and hotter conditions
return Monday and Tuesday.

EVENING...

* WHAT...Flooding caused by excessive rainfall is possible.

* WHERE...Portions of Louisiana, including the following parishes,
Bienville, Bossier, Caddo, Caldwell, Claiborne, De Soto, Grant,
Jackson, La Salle, Lincoln, Natchitoches, Ouachita, Red River,
Sabine, Union, Webster and Winn and Texas, including the following
counties, Angelina, Cherokee, Gregg, Harrison, Nacogdoches,
Panola, Rusk, Sabine, San Augustine, Shelby and Smith.

* WHEN...From late tonight through Thursday evening.

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Flooding may occur in poor drainage and urban areas.

* ADDITIONAL DETAILS...
- A complex of showers and thunderstorms is expected to develop
this evening over Central Texas, and quickly shift east
across East Texas late tonight and into North Louisiana by
and after daybreak Thursday. Locally heavy rainfall is
possible with these storms, with widespread rainfall amounts
of one to three inches expected, with isolated higher amounts
possible. Grounds remain saturated in wake of heavy rainfall
that fell Sunday night and Monday, with this additional
rainfall quickly running off and possibly resulting in flash
flooding.

Sabine River Near Gladewater affecting Wood, Smith, Upshur and
Gregg Counties.

For the Sabine River...including Mineola, Hawkins, Gladewater,
Longview, Beckville, Logansport...Moderate flooding is forecast.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Do not drive cars through flooded areas.
Caution is urged when walking near riverbanks.
Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Motorists should not attempt to drive around barricades or drive
cars through flooded areas.

* IMPACTS...At 36.0 feet, Expect moderate to severe flooding with
some secondary roadways near the river to be closed. Also homes
will be threatened with flooding and preparations should be
completed for a major flood.

* ADDITIONAL DETAILS...
- At 8:15 PM CDT Tuesday the stage was 28.7 feet.
- Bankfull stage is 25.0 feet.
- Recent Activity...The maximum river stage in the 24 hours
ending at 8:15 PM CDT Tuesday was 28.7 feet.
- Forecast...The river is expected to rise to 35.2 feet Sunday
morning. Additional rises are possible thereafter.

* WHAT...Moderate flooding is occurring and moderate flooding is
forecast.

* WHERE...Sabine River near Mineola.

* WHEN...Until further notice.

* IMPACTS...At 18.0 feet, Expect a couple of flooded barns. Also
expect water to overflow the bridge approaches to Farm to Market
Highway 1804 between Hoard and Lindale. Expect several hundred
acres of flooded pasturelands next to the river both upstream and
downstream. Move livestock and equipment to higher ground.

* ADDITIONAL DETAILS...
- At 8:15 PM CDT Tuesday the stage was 18.0 feet.
- Bankfull stage is 14.0 feet.
- Recent Activity...The maximum river stage in the 24 hours
ending at 8:15 PM CDT Tuesday was 18.5 feet.
- Forecast...The river is expected to rise to a crest of 18.7
feet early Thursday morning.
- Flood stage is 14.0 feet.
- Flood History...This crest compares to a previous crest of
18.7 feet on 05/14/1948.
